may not be your issue but a recent case of a bad idle on a 9.5 ( VERY diff. carb design) it turns out that if the angle of the engine his changed it idles better.

next week I'll take a look at the float adjustment to hopefully fix it .

the engine starts well, runs well but won't idle much. by pure chance the angle was changed on the external (flip down) mount and BINGO !!! idles perfect

What about the points? You should have to turn the throttle up in neutral to start it. Does spark jump a 1/4" air gap yes or no? Is the needle bearing in? Have you tried adjusting the carb? Float set paralell to the body when it is upside down?

I never checked the gap on the points but they looked good, i look inside i cant seem to see if needle bearing is there, i will have to check the 1/4 gap for spark, i had trouble getting the high speed jet out of the carburetor but got it out after tearing a bit of brass bit i dont think that is the trouble and its all clean

If changing the angle of your motor makes a difference then check your gas tank. You may have water in it.

It would be to late to just change tanks if water is already in the bowel.
My thought is if motor runs fine other than just at idle when its level there may be a small amount of water in the bowel being picked up when the motor is level.
Tilting the motor would move the water away from the pick up.

Sorry for my confusion
I see know that there is another post mixed in here that is not your motor.
