Mercury 115 trouble

I have a late mobile tower of power I think 1986 Just rebuilt and motor runs great when in natural but in gear and under load motor bogs down and will Not get up to any type running speed. Its like it won’t take gas (74 jets) has anyone had same problem Thanks in advance

Open the low speed / idle mixture screws 1/8th turn at a time till bogging goes away.
