1979 Johnson 100hp V4

I purchased a 1979 Johnson from a guy who had said he rebuilt it, but it had sat for about year. Did a compression test before I purchased it was around 125 psi on all four cylinders. I have had the motor for about a year now and the compression is now at about 100-110 per cylinder. Is this low enough to cause the engine to bog down and surge at WOT? Thanks I. Advance.

Do you know what was done for the " rebuild "-----Was it new rings on old pistons.----Bored out with new O/S pistons ?------I would be removing the 4 bypass covers to inspect pistons and rings.

If I remember correctly, he said the cylinder walls were good and In tolerance. He replaced the pistons and rings with new ones.
