1989 25 hp evinrude water still not coming out the tell tail

I have a 1989 25 hp evinrude water still not coming out the tell tail. I’ve replace the water pump and the thermostat already. I notice when I shot water threw the bottom of the water pipe it eventually flows threw and out the tell tail. But when I shine my light up inside the house as I’m shooting water threw the water pipe most of the water is dumping out inside above where the water pipe slide in. I’ve replaced both the gromets the water pipe slides into and made sure the rubber grommets are in place correctly. Is there another gasket above all that inside the housing? What else would cause no water to come out the tell tail? I’ve read several other threads similar to my problem and no luck. Thanks

have you tried fishing a mono line up the pee hole as far as possible trying to wiggle your way around any corners or curves . something is obviously blocking the flow

is thy a salt waterr engine or lake water

It’s hasn’t been in salt water as long as I had it, just freshwater. And like I said im able to get water to flow all the way through and out the pee hole when I shoot water in from the bottom of the water tube. When I put the foot back on and put the muffs on it and fire it up no water comes out the pee hole.

Have you checked the pick up screens to see if they are clear? How long are you letting it run for? It can sometimes take a few seconds to start flowing when on the muffs.

Put it in a barrel or bucket or the lake. They do weird things sometimes on muffs. Mine gives a broken stream on muffs. When I did the water pump on my 1998 60HP I believe I even pulled it apart to double check it cause it would spit and stop spit , stream blank stream blank stream. It was really weird. Put it in the lake and solid steady stream. Something about the muffs and aeration? I only use muffs to make sure it starts before the lake or to run it in periods of extend non use....which reminds me I should probably start it up and idle it for 10-15 minutes.

Pick up screen is clean. I usually let it run for at least 45 secs to see if it would but no luck

I appreciate the advice man. Ima give that a try sometime soon hopefully.
