Boat won't go over 3000 RPM no mater what prop I use

I have a 96 Eliminator with a 7.4 Bravo 1 I just purchased. I can't get the boat to go over 3000rpm. I have tried 5 different props on it. I have just found out that the old owner put an SEI lower unit on it before he sold it. Does anyone have an idea of something else I should be checking?

inspect the gasoline / filters ... your boat is weight ?

You should be checking everything mechanically with the engine (actually, should have done this prior to purchase). Yeah, also verify tach function. First thing I'd do is compression check (for sure), followed by checking/changing fuel filters/fuel, plugs, cap. Assuming the engine is running smoothly?

If this engine MPI, then check the in gear switch.

prop 23in 4 blade s/steel 23 foot ............MPI look up the injectors

No....

A lot of other items to check before becoming invasive and pulling things apart, especially injectors. The filtration on Merc MPI systems means the injectors are RARELY an issue (I have NEVER seen an injector problem on a marine engine).

Fuel delivery and quality would be the absolute first things to check.

I'll raise you one and say I've never had an injector issue. I'm not the sharpest tool in the drawer with marine systems, but have dealt with extensive auto systems since the '80's ...

Marine engines, especially recreational, just don't see enough hours of use to cause problems.

@achris if the ECM doesnt know its in gear, i believe the ECU limits the RPM to 3000. Am i correct? I believe this is why you stated look at the in-gear switch
