Mercury 25elpt 2018 no water coming out

2018 Mercury 25hp I noticed last season that when I ran the motor on the muffs I had no water coming our the pee hole. Assuming it was running normal up until pulling it out of the lake I never had any alarms or power loss. Didn't worry too much about it during the winter. Did an oil change and fresh gas and fired it up still no water from the pee hole and very little if any coming out of the prop. Changed the impeller and the old one looked like brand new, made sure the key was in the new one and reassembled the lower unit. Fired it up and still have the issue, turned the water pressure up and nothing. I did notice a small trickle of water coming out from what looks like a small plastic cap located on the right side of the motor just below the cover, looking inside there is a small rubber hose connected to the back of this plastic cap. Any ideas why she is not cooling?

Make sure that cap is not the issue. If it’s anything like my newer merc. It’s a flush port. I’d think that needs to be not open.
