Tilt Trim Problem Evinrude Ocean Pro 115

The trim works fine, but the tilt will not go up far enough to engage the trailering safety latch. Everything was working and this started suddenly. I topped off the fluid and bled the air, no help. The relays are fine. It seems like something is telling the pump to stop before it is to full height. Any ideas? Thanks

I believe there is a tilt limit switch on the steering / pivot tube.----Starboard side of the tube.----And I believe you can adjust it without the use of any tools !!
