1999 Tige v21 inboard mercruiser engine (acts fueled starved under load)

We have taken our Tige to two mechanics and are at a loss for what’s wrong. The boat sometimes doesn’t start the first time but it usually does well once in idle. It however jerks, dies, doesn’t go full speed etc once the throttle is engaged. Both mechanics thought it was a fuel pump problem so we have a new filter, fuel pump twice, new starter, oil change, new fuel gauge, new impeller, etc. The boat only has about 150 hours and just sat winterized the past 4 years before we bought it. It ran great on the test drive but we have had the issues above ever since. We also took the fuel pickup out of the fuel tank to see if it might be partly plugged but it was fine. And we did a pressure test to confirm the new fuel pump is working. We are going to drain all of the fuel next but it smelled and looked fine. Has anyone else had this experience and how did you fix it?

Why would any mechanic swap out the pump twice and the fuel gauge before draining the fuel, filters and going through the carb on a boat that sat 4 years?

It had only a little fuel in the tank that was old and then it was filled full of new fuel. The mechanic said the filters were not clogged but he replaced them.

He also said it doesn’t have a carburetor. Thanks so much for your feedback. Please let me know if you think of anything else. I asked the mechanic to drain the fuel.

He replaced the fuel filter. It's a water separating filter. It also has a screen on the fuel pickup in the tank that I checked and it was clear.
