Overheating yet, it’s not.. help!

I have a 1994/5? 70hp Evinrude motor a E70TLEOR. When I turn the key it tells me the motor is overheating yet it hasn’t been running. The motor is peeing and seems to be running fine yet it is in limp mode the one time we have taken it out. We are currently going to change the water pump in case that is the culprit. But just for giggles I started it for a sec without the lower unit on to see is the alarm would still sound and it was still sounding. Any information will help.

We have tested the temperature switch. The kind we have has two different modes the QuickStart mode seems to be working yet the alarm for over heating didn’t seem to be. This is the first boat motor I have worked on and don’t know how the limp mode is engaging. Can it just be that temp switch? Or any ideas?

Why do you think the powerpack might set off the overheat alarm ?

Everything I have found which is not a lot seems to lead that the tan wires are the issue which lead to the power pack. From what I understand that it’s what is keeping the boat in slow mode. We unhooked all the tan wires and turned the boat on and the alarm is still sounding and the boat is still acting like it’s I. Slow mode but we have replaced the water pumps redid the carbs we took the separate oil out and mixed it in the file all the fuel lines have been checked or changed. Every thing regarding fuel should be taken care off. New spark pugs we have compression. I’m at a loss as to what else it could be. I looked up the manual for the power pack and it states that if the alarm is still going off then it could be a dis functioning power pack.
