Lots of slop in control cables

Hi. Have a 2004 90hp Johnson Bombardier 4 Stroke. I installed new throttle cables but seeing lots of slop. The old cables were doing similar. I triple measured using the common formula and the new ones are actually shorter so no added loops. The control box can be seen in attached pic. There's one turn and it goes pretty much straight back to the outboard.
Any idea what could be causing the slop?

Where are the restraining clamps on the outside sleeves ? I have 1 at each outer sleeve end.
