1990 Evinrude 9.9/15 still starting rough

I have rebuilt carb, installed new fuel pump, new spark plugs, new fuel lines. Motor runs great once it gets warmed up. It idles low and will run all day once I get it running. It’s difficult to cold start especially and can be difficult to warm start at times. I installed tach, but I am getting abnormal readings. (Like exactly double most of the time). So the tach hasn’t been super helpful. Suggestions what to do next? I thought if I could increased the RPM just a little at start it might resolve the entire issue. I’m getting about 21 mph out of motor have had it out fishing a ton this spring and used it several days each week, I’m still confused on how to dial this motors start in.

try openning up the LS needle 1/4 CCW . Starting an engine is done by pulling fuel from the LS circuit of the carb and make certain that little tube is set properly

Thanks for the suggestion! I sometimes forget about his page. I will try turning my idle speed out and see how it goes. I do have that motor set to such a low idle i can see that being a problem.

Got it! (Atleast I think) simple enough fix. I didn’t realize that knob on tiller handle next to kill button could be adjusted: mine was tightened down all the way not allowing me to manipulate Rpm in neutral. I can get higher rpm to start and throttle down for idle speed:

Yes. I did some garage starts last night and seemed to work. I had the rom around 850-900 which is good idle a little too slow for the initial start (atleast with this particular motor). No ability to turn throttle handle at all made me stuck at 1 option for rpm in neutral, either 1 lower rpm for idle or 2 a higher rpm to start but no way to lower it. Being able to turn throttle handle just that 1/8th a turn or whatever it is has made a huge difference.

Came home from work to do another cold test. Still hard to cold start motor. I am going to start looking for a leak of sorts. I think that’s probably the next issue.

Went fishing last night motor started in about 3 seconds and ran just fine. Ill take it out a couple times this week and see what happens.
