Honda BF60 Dies Above 3kish RPM

Not my boat and motors I've only been helping when I can.

Motor : Not sure on year but it is a BF60A and fuel injected. Luckily boat has twins. Both were running fine this year then one trip one just died and now cannot get it to run without dying.

On the trailer it will idle fine. You can add throttle (not in gear) and no issues. Put it in the water and above 3000rpm it falls on its face and then dies shortly after so seems like its a fuel issue but can't figure out what it is.

This is what we have done so far nothing has worked.
- Used portable tank with fresh fuel to eliminate boat tank and lines
- Replaced both insulators in the vapor separator
- Replaced (3) fuel filters. (Big one on the inlet, Small one behind the intake, one on the separator)
- Swapped the vapor separator between motors.
- Swapped injectors and fuel rail between motors.
- Thermostat
- Checked Valve Lash
- Compression is around 190 for all cylinders.
- Replaced Spark Plugs
Probably did more but I don't remember already. We did notice the tach doesn't work either but I didn't have time to dig into that. I didn't think it would affect it but who knows.

Did check the ground to the battery and block its solid.

Pumping the bulb while running does nothing. It is firm the whole time.

At a loss already on what to look at next.

Only thing didn't touch yet it the ignition coils. I'm not sure how to test those. When I pull the boot off the plug while the motor is running it turns to crap so I was assuming they are working.

The primer bulb on an EFI is only there to get fuel to the low pressure pump. Pumping the bulb has no effect on a starving motor.

What is the fuel pressure?

That is the only thing I don't have. Guess I'll need to get one.

I was assuming it wasn't the fuel pumps as we swapped the entire VST from the good motor over. Also swapped the crank driven fuel pump and no change.

I bought a harbor freight fuel injection test kit a few years ago. It is essentially a pressure gauge with adapters for nearly everything and has served me pretty well working 6 or 7 different brands of marine motors for no more than it cost.

It does sound like low pressure is a long shot unless there is a blockage between the primer and the fuel rail.

Not so on all fuel injection systems. I was able to install a portable tank with a primer bulb on a Mercruiser equipped boat that had a failing injection pump to make it run good enough to drive the across the lake and load it on a trailer. The boat would run good for about 2 minutes after pumping up the bulb. It would keep running if you kept pumping the bulb. If I recall correctly I was getting 35 psi from the pump.
