75 evinrude 9.9 not firing

I have a 9.9 evinrude from 75 that will just not fire at all. I have gone through the entire ignition system and confirmed good spark on both cylinders.

Cleaned the carb and confirmed bowl is filling and giving fuel
Compression is 82 psi on both

It does not even sputter, I have even dumped fuel into the cylinders and no firing

Could it be bad reeds? I can see one of them through the intake and was able to move it with dental tools, it was normally closed, but could it be bad still and staying closed?

After dumping fuel down it eventually dripped out the exhaust and was sooty and black

With fuel in the plug holes it should bark like a wild dog.-----Switch the plug wires.-----And reed valves have nothing to do with compression is the cylinders.

82 psi sounds a bit low.
Good Spark? Can it jump a Gap of 7/16"? If not, the Spark is Not Good

Yes spark is good, its jumping the gap on the plugs and on the tester. Only reason i jumped to reeds was i believe the spark is adequate

Should I gap the plugs to 7/16" and see if it still jumps the gap?

You might as well Break the Electrode Off, and it is unlikely the Gap between the Center Electrode and the Wall is even that wide/
Get a Spark Gap Tester(damn, can't post a pic of it)
Get some wire, a block of wood, a couple of screws and you can make one.

Maybe you have dumped too much fuel down the carb. Pull the plugs and turn it over a few times to clear the cylinders and try again.
Is this a new to you motor?

Yes its new to me, I have tried with no results

I did find out the wrong plugs were in it. Have since installed champion L86Cs, but no change, nice blue spark when plug is grounded on block, but no start, even with fuel in cylinders.

If the reeds are stuck closed, could that stop air from getting in the cylinders?

Now when I pull it over it doesn't start but backfires here and there

Have you tried switching the plug wire as mentioned before?
If so pull the flywheel and check the key to be sure it’s not sheared.

Key is not sheared

And i have tried swapping them

Backfiring indicates wrong wires on spark plugs.

Spark jump tester is cheap at any auto parts store.

I have to ask as it’s important to know. Did you pull the flywheel or just the nut to check the key?
A lot of people will just take the nut off and look and assume all is well and that doesn’t work.
Or they will not torque the nut when they put it back on and then it shears. No disrespect we just need to know.
Have you seen this motor run or did you get it this way?
