I have a 9.9 evinrude from 75 that will just not fire at all. I have gone through the entire ignition system and confirmed good spark on both cylinders.
Cleaned the carb and confirmed bowl is filling and giving fuel
Compression is 82 psi on both
It does not even sputter, I have even dumped fuel into the cylinders and no firing
Could it be bad reeds? I can see one of them through the intake and was able to move it with dental tools, it was normally closed, but could it be bad still and staying closed?
After dumping fuel down it eventually dripped out the exhaust and was sooty and black
