Engine Not Running

I have a 1994 Volvo-Penta FI (Fuel Injected) V8 / Ford 302.
I reglassed my boat and thus the engine sat for a few years before I could get to it.
Now I am having problems getting it to run.
It will only run with full throttle. It started right up when I had the intake plenum off.
This is w/o water hooked up, so not looking at leaking risers.
Thoughts?

I have:
  • Had the injectors professionally cleaned and tested.
  • Refreshed / cleaned all ground connections.
  • Replaced FPR, holds rest pressure.
  • Checked plugs for spark.
  • Replaced IAC, MAP.
  • Checked TPS, gives a good sweep
  • Replaced water pump
  • Replaced circulating pump
  • Replace fuel filter
  • Cleaned float bowl, fuel rails

Frankly I am confused or perhaps simply ill-informed. I do not understand how the engine can run without the intake plenum (manifold) nor do I understand that it only runs a full throttle > is the RPM raging at 3K or 4K and without cooling water?! > or it is barley putting along even though the throttle is at max? Please explain as I am always looking to learn.

My suggestion given the age is test the basics: fuel, spark, compression. Sounds like you have the first 2, how about the 3rd?

Adding to the questions, what kind of EFI system uses a float bowl? I am intrigued.

The Volvo system does?
Unspent fuel does not return to the tank. It is sent to the float bowl then pumped back into the rail by the high pressure pump.

Yeah, it's running pretty fast under those two conditions, shut it off after a few seconds. Oh, I was thinking compression was ok. Engine ran great before I started this project. I'll look into that.

The Ford EFI does not have a float bowl.

It's a variant of the Ford truck EFI with a custom mapped ECU and a marine only ignition

And without the upper intake on it, the motor would not be able to monitor incoming air or have any throttle . If it did start, it may have run to destruction

Check your compression

Oh! The fuel cooler! Yeah, that isn’t a float bowl.
How old is the fuel you are attempting to burn? Is it free of water?

It may be a fuel cooler, but it has a side hustle as being a float bowl!

Fuel was purchased "recently". A few months ago by now. Haven't hooked up the tank since the rebuild. Coming straight from the can.
