I have a 2002 Evinrude FICHT 200 hp. Keep geting service code 25/slow mode after 20 min run time. Replaced water pump, thermostats, water lines are clear through EMM. Any ideas?

After several minutes of running, check engine light comes on and engine enters SLOW mode, believe that EMM might be overheating, appears it is getting water flow, possible vapor sparator issue? What is the best way to check water flow through EMM? tks
