lift the tank above the carb after filling it... gas will siphon down to the carb and the engine should run.
but....your fuel pump is also acting like a check valve after passing fuel to the carb. You may be so unlucky to have a bad pump and... a bad check valve in the hand pump !!

your fingernail must not snag going up or down at the coil juncture with the mag plate . if needed use a screwdriver to pry the coil face backwards to line it up....or has suggested slightly enlarge the bolt hole (S) enough to recess the coil from the edge. use star washers to...
those pumps are tricky did you do a blow test after reassembly

if hand pumping helps the pump needs fixing
they stay put with lock tite ... blue is semi permanet red is permannet so use blue ¸if the insert rim interfeers with the plug the cyl head needs to be reamed a bit to sink it below the edge see utubes...

you don't need a fancy timing light to service a 4hp. Just set points at .020 with the cam lobe's high point or use the voltmeter test.
Yet .020 isn't all the t important was is .. is that point open at EXACTLY TDC
the VOM will tell you or a simple LED or bulb on a battery will tell you...

these small pumps are everywhere on amazon and folks like or don't like them. I have used them with no problems but if you do want oem any dealer will surely have these pumps or order it .

the roller is set centered to the cam but at the tiller arm it's maxed full slow so I can only go full throttle from there. ????
if the cam follower is centered on the mark the tiller should be at or close to START....works like that on all obs ... if you rotate the tiller to FAST the mag...
check venting ...try hand pumping fuel in case fuel flow is impaired check fuel pick-up. does PH get HOT !!! check water flow is water to hot !!
recheck for sparks when it does not restart after idle shut down.
did you clean out the drip chamber under the welch plug when you did...
the bulb becomes hard again only if you pump it up and a full carb stops further inlet of fuel with the inlet needle/float ( works like a toilet bowl) . if the fuel does reach the carb to fill it up with other no benefits the pump is likely ok. now look for carb or ignition problems ...
with my kit I have a tool to seat the insert in place by punching it with a hammer blow.
this is to lock those little perimeter spikes in the surrounding material .
