Is it normal to see voltage across the white wires from the ignition modules and ground?

I tested resistance and output of my charging coils and they were good.
Trigger resistance test was 56, Book says 48-52

compression is good
carbs are all clean and synced
I did the timing and it seems to run better at 30 not 28.
When I first did the timing I found it at 30 changed it to 28 and the engine ran noticeably worse.
So here I am the motor runs but...
I swapped out my piston and rings. That was fun. Started up my 1989 85HP and I am getting water in all 3 cylinders. The head gasket is new, As is the exhaust gaskets.
I guess it's possible that I didn't install them perfectly?

I just received a shipment of Wiseco piston and rings for my 85HP. I am really surprised at how tapered they are from top to bottom.
It seems like I should be measuring my clearance from the bottom?
