    While it’s apart you could seal the transom opening, install a vacuum pump and pull the moisture out that y can’t see. Surface moisture drys easily, deeper down it doesn't. .

    An air stapler takes very little air. I use a small two gallon air compressor with my stapler and air rivet gun. You can do alot of stapling with a small compressor. just don’t tell the brother in law you got another compressor.

    Well yes, if you have to remove the engine to access the area, go ahead. How about a few pictures of the engine area, before disassembly? Sometimes removing seats and other stuff gives you access and a lot of that has to come out to make engine removal easier anyway.

    Start by drilling some 1/4” holes from the inside of the transom, starting at the bottom As close as you can to the housing. If shavings come out black and squishy, it’s got rot.
