A thought... when I reinstalled the transom assembly some of the hardware got mixed up. The studs ended up with the stainless nuts from the drive instead of the steel ones... I noticed that with the engine out. Could they be yielding and allowing water intrusion with the weight/torque of the engine?

Makes sense why it only really leaked running at idle in the water though. This was on the top of the bellows. I assume agitation from the exhaust would make it worse.
