I saw you pumped new gas but did you run it on a portable tank? Also might of missed this but are you sure you got the motor at TDC before even starting the timing procedure?

My 4.3L had the same issue with the rubber plug.
Guess it was exposed to so much heat or whatever it was hard and would actually slide off. Had to crank down on that hose clamp until I was able to replace.
I think you just need a shim kit. Can get it any auto store. I had to shim my 4.3L starter after replacing it.
I got pretty damn good at installing shims while not being able to see the flywheel. Guessing multiple times on what shim(s) to use before I got it to work.

Check the cable under the controls at the helm maybe that got disconnected. Usually when the cable gets rusted and starts cracking it gets hard to move so you can tell its starting to go bad. Unless its been going bad for while and completely broke.

Yes with the bunk boards there is no chance your boat slips to the side.
With poles current or wind your bow would go between the poles and could hit the trailer.
