    Trouble reinstalling lower unit 9.9 1999 mercury?

    I rebuilt my water pump and was able to get the lower unit on but then noticed the throttle/shift won't go in reverse. I pulled the lower unit off and can't figure out how to insert the shift cam so that it works properly. My SELOC manual is not much help.
