Everything is NEW which means your looking through the gimbal bearing at the coupler. The gimbal bearing is most likely not 100% true to the coupler bore
Put the alignment bar in the bearing and move it around and then try to push it into the coupler to see how close you are

Normally a new motor would be solid, but if fuel system (carb in this case) is running lean it can warp valves and damage pistons
You could do a easier test with a vacuum gauge on the line coming from the fuel tank to the fuel filter. If you get less than 0.5 Hg then your good. More than that...
They can be rebuilt easy enough

You turned it over a little by hand so doubt it's the flywheel teeth. It has to be the starter. Try bench testing it and see if the gear moves all the way out
