    I would say you need to replace clutch dog and forward gear.----Or PRECISELY grind off the correct material to restore surfaces on those parts

    Where did you get the shift rod ?----Part # of it?---It is a wonderful design with no chance of it going out of adjustment.----It can only be the forward gear and clutch dog as the issue.

    Roll pin

    The pin comes through a slot in the housing.-----Those parts stay up there.----On a 50 year old motor it makes perfect sense ( to me ) to remove the power head to inspect those parts.

    The roll pin drives / turns the mechanical seal.----And it is used for both long and short shaft.-----I say remove the power head and replace #1 and #3-----Inspect #4-----Refinish #2.

    Not sure if they changed the rating on the 9.9 / 15 models.----Perhaps they did in 1993 when displacement increased on the 9.9 / 15 HP.

    Correct----Rubber hub.-----A wise fisherman might use a brass pin.----Have 2 brass spares in the tackle box.----And a third spare is the steel pin.

    All fuel must go through the " orifice plug " in the bottom of the float bowl.----Make sure it is CLEAN.

    Throttle lever must be at slowest idle to take it out of gear and to allow recoil to be pulled..

    Post the actual compression values here.----Does spark jump a gap of 3/8" on each of the 3 leads ?----Clean the carburetors.----A new to you motor should have a new water pump impeller installed as well.----Or at least test the overheat horn.
