    Check your ignition power sources/wiring for loose connections starting at the key switch as it may be turning off and on the ignition randomly which is usually a one beep reset mode and if so, it wouldn’t show a code on the scanner tool…But would drop RPM.

    If you haven’t, maybe try cleaning the throttle plates of the body….Both sides…Also I recall you’ve recently readjusted the throttle cables, maybe try aren’t in a proper position creating a whistle while the air moves across the plates…..Also I recall some Merc big blocks EFI’s had a small hole...

    In your case with the things you've tested and done thus far seems to leave that there's going to be about a 95+% chance the thermostat is stuck open...Usually the thermostat is stuck open with debris such as small rocks, etcetera...It's time inspect the thermostat itself as a stuck open...
