    Just to close this out. The seal was leaking between the metal sleeve and plastic housing. I had put a red permatex gasket maker around it but that’s where it was bubbling … not sure why it didn’t fail the original pressure test, but certainly makes buying the whole p,attic housing with the seal...

    Did you check out the ignition system too? this sounds similar to my neighbors issue a few years back, wouldn't get full revs under load, but ran basically ok otherwise. He had a cylinder that wasn't getting spark did have enough azz to get going with a dead cylinder.
