Bearing Buddies maintain a little pressure in the hub to help keep water out, but they will fall off just as easily as your basic caps do. Put a rubber cover and band clamp on them, as suggested above, or get new hubs.
Correct. With Sure Lube, the grease comes out inboard of the brake backing plate or goes into the axle. I believe it comes out of a hole inboard of the brake backing plate on dropped axles. At least it does on mine.

As long as the tube sealed at the transom, it's a solid design. I haven't heard of that seal failing. A failed or improperly installed bellows will allow water into the boat. I say it's time to go boating.
In the engine bay is a tube sealed at the transom that extends up above the water line that the cable and housing run through. Are you still having leakage after the bellows replacement?

I've always done regular annual maintenance also. I never was able to get the plastic cap with the zerk to keep the water out. I frankly wish I didn't have this spindle, but it's not worth replacing my 6K axle to get rid of it.
