    Dry plugs and no power can certainly point to no fuel or internal compression issues but how far did the spark jump on your measured spark test?

    "Tested with a spark tester" Spark jump tester? Could be fuel related but not sure you can rule out sparky yet. Is the plug wet or dry?

    Best thing to do is unplug the harness back at the motor and jump the starter. If it starts, its in the control box. But really though, could be many things. You will probably need to learn how to diagnose individual electrical components to find it. Or take it to a pro. Cheers

    If you go Racerone style, there is probably an adapter otherwise drill a hole in the shaft and stick a pin in it after you slide the slide hammer receiver in it. Or just do my trick. It's 50/50. Do not clamp on any bearing or seal spot. Use the middle area. Watch hitting your thumbs, redneck!🤣

    Fuel pickup tube screen? Did you notice the fuel primer bulb flattening? Sounds like fuel but spark could be an issue too.

    5500 RPMs, good popping noise, 12 years? Everything looks and sounds good. I still think that outboard just needs to be taken out for a good run. If it sounds rough to you then maybe it just needs the carbs cleaned.

    However you want to jump it....many ways. Easiest way? wires off of a battery, bolt on the hot to the starter side of the solenoid and touch the ground to a nice clean ground on the motor Hope she starts or check for spark. A spark test jumper too is cheap.

    Just re-read....the cables are not hooked up correctly or your cables are incorrectly adjusted.
