    If you remove the plastic cover you'll see the joint between the hull and the cap. Fill as much of it in as you can with epoxy then replace the plastic strip.

    As was said above, you're probably looking at bad stringers also. Since you are planning to cut them back to replace the transom anyway, begin by cutting a good two feet of the stringers out to see if you have good wood. If it's not good, continue cutting until it is.

    Yes, you can cut the stringers and piece them back together. There are a number of different scarf joints or lap joints you can use to rebuild them. You can google scarf or lap joint for pictures of them. A joint with fiberglass over it will be as strong if not stronger than the original stringer.

    Any pressure washer will work. Of course a gas powered one, not electric. You can actually blast algae off your hull underwater with one if you hold it close enough to the hull. If your problem is right at the waterline it will work fine. Be prepared to get wet doing it.
