Bravo 2 input shaft won't barely turn but propeller turns fine?

Is the drive shifted in neutral gear and not engaged forward or reverse... If it's anywhere near starting to engage then it can become really stiff to move. You may need to try and shift it (<which isn't really easy to do though either) to see if it frees up that/and/or remove the back cover...

Mercruiser MPI 5.0L w/ Bravo 3 outdrive not going into gear... lower shift cable is very hard to shift

Definitely a newer engine model and with the info you've shown thus far appears to show the year right around late 2005 - 07 year range...Probably an 06 year model. If you are able to the see any numbers on the ECM unit white stickers, it ought to show the year at least the ECM was made and...

    Thermostat too dirty

Nope, you can't put the thermostat in the intake manifold like that as you will have temperature issues of all sorts...It has to go up in the thermostat housing like seen above with the sleeve sitting flusher.... First (on a clean inner base) put the cork gasket inside the housing, then the "too...

Mercruiser MPI 5.0L w/ Bravo 3 outdrive not going into gear... lower shift cable is very hard to shift

Yes, it's best to try and know the serial number since its possibly still there for a better starting point of what you have going on there especially if the engine may be a miss match... Try to get photos up to for comparison too. Here's the bravo shift cable routing diagram...The cable needs...

Is pulling engine mandatory or just convenient or overkill

Yes, you'd need to pull the engine to replace the whole gimbal housing / transom assembly... If desired as for going with something new and "complete", then the following link may be an option to consider too while keeping the cost down some. https://www.sterndrive.cc/Complete_Transom_Assembly.html

Mercruiser MPI 5.0L w/ Bravo 3 outdrive not going into gear... lower shift cable is very hard to shift

From the description of the distributor cap and the cartridge, the year sounds newer than late 90's early 2000's... More like 2005+? What year is the boat? Have an overall photo to share to maybe help ID your setup better for you. The only shift testing on a bravo drive is either with the...

    4.3L Carb Float height

Seems some of it may depend on what design needle and seat your carb has and probably the year/serial number you have too. Generally the service bulletin is more accurate when there’s a discrepancy in the manual. By chance do you know where the setting measurement was when you opened it up for...

Do you recall what size power valve number is being used now? I believe Volvo's generally run a 2.5. Since you had a fire ball, might be time to check ignition timing to ensure it's still at 10 before top dead center... also make sure the dizzy is tight by carefully trying to move it by...

Lost All Steering on Bravo 3 Outdrive

This one might be an insurance claim as often the engine may have to come out and depending on how transom was cut out, the transom assembly might have to come off as well. You’ll have to remove the nut and washer item number 15 and 17 or use a cutout plate at the outside transom to gain access...

Would high fuel pressure cause misfire

Any reason I couldn't run the engine without the drive attached?

Nope, no issues with the drive removed as long as you run water to the engine with moderate water pressure, you should be good to start the engine and check basic things over.
