A good quality 10 micron separating filter will trap any particles coming out of the fuel tank. Carb issues can usually be traced back to degraded fuel lines.

Windlass is not designed to nor should you “pull the boat towards the anchor” with a windlass.
Always use your engine to power up to the anchor and break it loose. If the anchor is firmly set, tie off the rode and work it out under power.
There are a number of reasonably priced windlass on the market designed for pontoons.
Generally speaking windlass should be rated to 3X anchor weight

To have a chance, you have to coat every square inch, inside and out with a protective and or sacrificial coating.
To make matters worst, the coating needs to be rather heavy and uniform. The slightest bare spot or chip in the protective coating will immediately start rusting.
