    Where did you come across the Plate needing a Hole? Perhaps the Engineers decided the Throttle Plate needed to be closed more, in relation to the Idle and Off Idle Ports, and a Hole was needed to restore the Airflow

    A Merc Prop would have a Part# on it, which will include the Pitch, so if your Props Part# now goes to a Different Pitch, it isn't likely a Merc/Quicksilver Prop to begin with

    A Genuine OMC Service Manual, might have the Specs. Have you looked in any Parts Lists? But... Why are you concerned about whether the Carbs are the correct Size?

    It will have higher Vacuum downstream of the Throttle Plate, at Idle, and Low Speed, and isn't drawing from the Main Nozzle. It appears that this Carb is not supplying Fuel to the Idle/Off-Idle Circuit. Of course not actually seeing the Parts does hobble Diagnosing. Looking at the Parts Diagram...

    Is Fuel getting into the Carb Bowl? Is the Fuel getting through the Circuits within the Carb? Correct Gaskets used inside the Carb, which have all Fuel and Air Circuit Passages open? Keep in Mind, we can not see, hear, or touch your motor. We can only go by what info you are telling us...

    That right there is significant. Your Hand should be remain Dry, as any Fuel should be entering the Engine, not being pushed out the front of the Carb. Check the Reed Valves

    Looking at the Parts Book for an 87 40hp, you cannot adjust the Idle Mix on the Carbs, as they have a Fixed Jet. So either your engine in an 87, or the Carbs are from something else... With a Fixed Jet Carb, any Lean Condition would imply Air Leaks, Low Fuel Level, Restrictions in the Fuel...
