    If that is a tiller motor the solenoid is grounded through the neutral safety switch.

    Did you put the key in the impeller? Water tube lined up correctly?

    What happens if you pump the primer ball? Has the carb been worked on recently? Fuel pump worked on? Put up a pic of the motor and transom. Are you running a shortshaft on a longshaft transom?

    That hose is not right should be about a 1/4" Id at most. To fix the fuel pump buy the complete carb kit that has the primer also

    Rebuild it yourself. The kits and the manual are available. The hard part might be finding a shop that can do a blind Mercosil Bore.

    Except for the fact both Fire rings would have to be blown, and one cylinder has compression so Not so sure its a split head gasket.

    You cannot run out the bottom carbs on that motor ,unless you are above 1800 rpm Make sure the airbox gasket is in good condition and the hose is connected to the crankcase

    Make sure the snap ring is on tight and the knob is not pushing out. You may need to modify the adjuster I have never seen one that actually worked correctly. leeroysramblings.com has a lot of good info on those.
