    Which Bolt are you referring to, on what Outdrive? You could look up a Parts Diagram for the Outdrive involved, and get the Part Number

    Marine, RV/Truck are not the same Cams. Most trucks just use the regular Auto Engine so no "Truck Cam". RV cams, are still different than a Marine Grind.     If the Injector isn't closing completely, it will drip. A can of Miracle Elixir might remove any deposits on the Pintle, but replacement is usually the fix.

    Means no Restriction in the Airflow, which means the Carb is not too small.

    If it was a Carb, it would be easy to diagnose, EFI on the other hand, is the worst of Voodoo and Black Magic. If the engine is a 98, I doubt it would have O2 sensors, so it doesn't run a in a Closed Loop, but just uses basic things like Ambient and Engine Temps to adjust the AF ratio. Being...

    If the`Primer Bulb is collapsing, then there an Restriction, in the Fuel Line, Fuel Pickup, Pickup Strainer, or in the Tank's Ventilation. Loosening of the Filler Cap, can verify/rule out Tank Ventilation.

    As racer said, Neutral Safety Switch(es) could be the Culprit, You might need to take the Control Box apart.
