    Accirding to our coast gard instructor, that is a federal law, states collect the fees for tax purposes but boating registrations, laws for public water ways etc all fall under federal law....so...yes all states will be the same.

    Electricsl problem

    I have that same setup on my side x side, I just followed the diagram that came with the switch. There was an extra wire added if you wanted the switch to light up when turned on, or another version to have the switch lit up all the time. Been a few years back will see if I can find the diagram.

    You stated motor wont turn over and run...is it overheating and starting to seize up?? I would pull the plugs, get compression checked and look at cylinder walls for any scuffing.

    Those older motors ran a heavier oil mix in the gas than newer motors so you will see more oily residue left behind. I can remember the old add a quart of oil to 6 gallons of gas motors, they almost looked like they were on fire going down the river !!
