    I'm just guessing here because I have never had that problem but when my float needle wasn't holding one year I had gas leaking out near the throttle plate but not from those 2 areas you mentioned. Did you replace the accel pump with Cliff's?

    If your garden hose adapter (don’t forget it has to have a gasket!) makes a good seal with the threaded fitting on the top of the dipstick tube it will suck the oil out much faster than the small tube down the dipstick tube….

    Leave it as it is and use a proper vacuum pump with a garden hose adapter; I have this same system on my OMC and have been changing oil that way for over 20 years…if you use the right pump & technique it sucks all the oil out of the engine in 5-7 minutes…

    try running it off of an outboard fuel tank if it runs fine then it’s either the anti siphon valve, the pick up tube & screen or the vent….
