    Neutral safety switch has to do with the starter only.-----Look for a black / yellow stripe wire.----Perhaps it is disconnected somewhere.

    Just looked at a 1974 model 40 HP.---Yes, same water tube part # .----Clearly it comes out the top.----Should not be a struggle to remove it.

    Pull off the top plug wire.-----Try and start the motor.-----Repeat with other cylinder.-----Checked reed valves ?----Checked flywheel key ?

    Correct that is the oil line going to the VRO unit.----Perhaps it was properly converted with a conventional pump mounted directly over the pulse port.-----Fuel pump would be small and mounted directly in front of starter.----Do the compression test.---Post the actual values here.

    Testing in a bucket?----Water needs to be 6" above the impeller.

    Usually coils under the flywheel charge the battery.-----Read voltage on battery with motor not running.-----Read voltage on battery with motor at fast idle.

    After removing the aluminum, you need to check and make sure cylinder is still round.

    Couple of layers of 1708 on the INSIDE and about 6" wide will do the trick.----Any pictures of these little mistakes?

    An 89 would have 2 carburetors !----I doubt there are 4 PUMPS on this motor.------So stop guessing and post some pictures !

    Step #2 would be to determine the cause of the failure and make correction.-----Otherwise it will fail again in short order.
