    The "lip" on the top of the mount does nothing to hold the motor. The 4 bolts going through the transom bracket and the transom are what holds the motor. The "lip" is often inches above the transom, as the motor is mounted at the correct height to provide proper handling and performance.

    Motor should not stall when shifting. Ever. Your post says “stiff throttle” , twice. Then you are working on the shift linkage. Is it the throttle or the shifting that is giving you trouble?
