Not suggesting to start changing parts, need to find out where the draw is. It's not the pump, if it was the pump most likely a fuse would blow. It might be the switch, but find it and lift it to turn pump on a let it back down slowly to see if it shuts off or hangs

Yes if the choke is stuck open then there would be some issues for the first so many minutes. Once it starts to warm up then choke is not needed
You said it was running fine a few weeks ago, so the initial start issue could have been caused by a broke choke spring.

Tabs of any kind will help bring the bow down, they also create drag. They will also reduce speed, just how much is the variable. The so called non-adjustable "smart" (funny) tab will not help level the boat
