    This is the best advice here, best to prop it so you can hit the upper end of rpm spec. Not that you have run it that rpm, just will be a more lively boat if its pitched correctly. What ever you do don’t put the 19” back on it as it will put more strain on the engine lugging it.

    You ground down the prop blade nit the annode? If so you picked the wrong one to grind, yes this will mess with balance.

    Head gaskets and core plugs are likely different between a truck engine and a marine engine. Generally cam should be similar enough to marine if its the factory truck cam

    the piston that the step up rod is attached to , its what the vacuum pulls down and release to be lean or rich.

    Based on being rich would think the needle and seat/ float arent working or power piston is stuck in rich position. Dose it have the stock jets and step up rods in it? Would make sure vacum isnt low for some reason which would make it go rich all the time

    Describe in detail what happens when on the water does the rpm not go up or does it sputter when advancing the throttle. Does it die when you put it into gear? as discussed on land there is no load on engine so it doesnt need to make any power to rev to 3 k

    by out drive do you mean just the outdrive or do you want to upgrade the outdrive, gimbal housing and trim system as well? If just the outdrive the later R/MR/Alpha Gen one will bolt up to your bellhousing and is still very current in terms of spares availability even though the Alpha gen one...

    Depends what the rest of the hose looks like. If it chaffed or other maybe but you need to eliminate the chaffing. If the hose has timed out and is degraded no. Best bet is to remove so you can fully inspect inside and out, if you do that replace it.

    Need to narrow down if you have missing fuel or spark. Take coil wire off distributor and ground it near engine you should see a spark. if not need to get spark back dump some gas down the carb see if it starts for a bit.if so could be issue with fuelline anitsiphon valve or fuel filter in...

    Priming fuel system for new engine first start.

    has the engine been run on a stand first? When i ran mine on a pallet i took the plugs out cranked it on starter until it showed oil pressure , by then it was primed fuel wise. Dump a little gas down the carb it will run long enough to prime the fuel system in the boat

    A blown head gasket between those two low cylinders i would expect air pressure to come into combustion chamber and out sparkplug holes if you back the rockers to close the valves. cracked block that pressure will end up in crank case. if over head you could also have cracked heads not just gasket
