    Being a 1989, you may find the transom is rotten and the rock hit just mashed in the rotten wood and the transom thickness is no longer sufficient to keep the gasket compressed

    You need the same drive that was on there Don't even consider OMC, while some of the early JV drives were rebadged VP drives. That was the 94-99 era.

    Without the engine load reference signal (vacuum) the pump should be pushing about 50psi I would be looking at inlet restrictions
