    Fuel out of the carburetors is indicative of a float valve not sealing. If you jumper battery power to the starter motor relay will the motor crank?

    The base settings for the idle mixture screws are as follows: Cylinders one, two and three = 2.25 turns outward +/- .5 turn. Cylinder four = 2.5 turns outward +/- .5 turn.

    The only thing that needs to be tested with respect to the prime start device is that it moves outward when heated by the application of 12 volts to the two leads.

    The motor came with an aluminum-9 7/8” x 10 1/2” propeller installed. Without knowing anything more about your use of the motor I cannot hazard a guess as to what propeller should be used.

    You don't have to have a DVA or peak voltage adapter. Quite easy to convert what you see on your AC multimeter setting (RMS voltage) to peak voltage. Multiply what you see on on the AC multimeter setting by 1.414. Or you can simply use an online calculator...
