The kill switch needs to be connected. By disconnecting power is removed from the coil
12.36V is 70% charge, full charge is 12.6 to 12.7, could also be the meter accuracy

Not knowing anything about the boat, the growth leads me to think the OMC system (Mercathode for Merc) is not working. The Anode should be depleting indicating it is saving the drive(s).
This isn't happening so I do wonder why. Maybe @kenny nunez may have an idea
Difficult to replace in the water, but not that bad because drive tips up. Best to do before it goes in. The material needed depends on what kind of water your in

No, looking at 1 FP relay.
The coil inside the relay needs 12V and a ground to energize and pass current thru pins 30 and 87. If 12V is on one side of the coil but no ground on the other it will not energize. The ECM controls the ground to turn it ON. So with no ground supplied by ECM you...
I should clarify, was looking for power with replay installed, this way 12V on one side of the relay coil will show up on the other when a ground is not applied by ECM
With having 12V on 64 of the FP relay this means that pin 85 goes to ECM pin J1-23 instead of 86. It will work the same.
