If your old paint is adhering good, I would scuff and shoot vs removing completely . if you remove, you must chemically etch, use an etching primer, then a 2-part epoxy
Chris, should be center bolts (starting in 1987) however motor could be a 1986 (perimeter and 2-piece RMS). hope it isnt a left over '85 (perimeter, 1-piece RMS)

This annual adjustment is the only downside to points type ignition
you could bump the base timing up to about 10
However verify your tach first. if your numbers are right, your at 7% prop slip which is fantastic
However I am betting your tach is off a bit and you are at 4400
try florida sunshine. light sets that lasted 20+ years in Wisconsin winters from November 15 thru March 15 lasted 4 years in Florida (from November 26 thru January 1) and all the molded plastic bits are brittle/cracked/weathered
you can get about 270-280hp at the crank (250-260 prop) out of a 305 vortec with a 4 barrel. for TBI, about 230hp at the crank (210 prop)
you need MPI to get 250-260 prop

aluminum or fiberglass boat
if fiberglass, your two choices are gel coat or barrier coat and 3 layers of bottom paint
if aluminum, factory finish is baked on. however a good 2-part marine epoxy (hopefully white, as that is the least expensive)
