    Are you confident that you have idle mix set correctly? Set idle mix correctly first, then use idle speed screw to lower rpms to spec.     No. Because everytime you shut off the fuel valve, the fuel pump is running and sucking on a vacuum and putting a strain on your pump. A primer bulb wouldn't do anything to stop the damage that occurs when youre shutting down the engine by shutting off fuel.

    I just remembered another test you could do. Cylinder drop test. With the engine running use insulated pliers to remove one spark plug wire. Rpms should drop but engine should continue to run. Shut it down, put the spark plug wire back on the plug, then start the engine again and pull the plug...

    "before"? Rebuild carb before testing the engine on a portable tank? Just my humble opinion as a shade tree mechanic but I always keep a spare fuel tank around for diagnostic purposes. Takes no time or money to try a different tank. Rebuilding a carb is a pain in the ass and often not needed
