    Could always drop the motor in, align everything, spray paint thru the front mounts to mark the new holes. You want the front mounts attacked to correctly locate the new holes or locate the original factory jig plate like this...

    If your hot wiring the pump motor and it runs, motor is good. If the relays are clicking , your powering up the coils ,there working. What your missing is the main power to the relays to operate the pump . Guessing your have the small cube type relay?
