02 bayliner idle problem i think?

hello i have some ? about my boat, after i run it pulling a knee board or such, when i put it in nuetral it wont idle down past 1000 rpm, if i shut the engine off and restart it it idles fine it has the 4.3l carb 190hp , not sure if this is normal or there is an issue with this boat, just noticed it was doing this this last weekend at lake shasta any help would be great ....

Check that the throttle cable is closing the carb fully... Adjust if necessary...
