Make sure that you are engaging the choke or the fuel enrichener by pushing in on the ignition switch when starting. You should be able feel or hear the fuel enrichener solenoid click when you turn the ignition key to the "ON" position (not start) and push in. That will confirm that the plunger for the valve inside is working.
Here is a procedure that I use that works pretty good for me.
1. Squeeze the primer bulb 4 or 5 times until it gets firm.
2. Put the throttle in the Neutral fast idle position and advance the throttle forward. To get the throttle in the neutral fast idle position, you either have to pull the whole handle out towards the center of the boat. It should pop out about a 1/4 of an inch. Some controls have a button in the center of the pivot point that you have to push to release the handle. Once it pops out, push it forward.
3. Turn the ignition key to the start position and push the key in for 3 - 4 seconds and let out while still keeping the key in the start position. Once the motor starts, be prepared to pull the throttle back down if it's reving too high. Usually takes no more than 2 or 3 tries to start a cold engine this way.
