120 hp Johnson starter won't connect with flywheel

Yes.
However, while I was turning the starter to answer this question, the bendix actually engaged the flywheel and I got it started for a few seconds. It is on a trailer and I didn't want to run it too long out of the water.
Grease the bendix good they do get stuck..

If your engine needs more than a few seconds of cranking every start. Then the starter starts to cycle a lot ang heat up over time . Drying out the grease.
It is difficult to save money by not keeping the engine in perfect tune up.
