First, the fuel pump can be replaced with an electric one, but it is NOT a good idea. There is no automatic cut-off if the engine stalls so the pump would keep on running. The pulse pressure diaphragm pumps used in these engines are very trouble free and reliable when diaphragms are replaced as a maintenance item about every two years.
FIRST--- these engines use a surface gap spark plug. They are very prone to fouling which will cause hard starting, stalling, and low speed rough running. Clean or replace them. Champion L20V, or UL18V or NGK BUHW.
As a matter of course, replace the fuel pump diaphragm and gasket --they will only cost 5 bucks. I don't remember if the 130 had one fuel pump or two. If it has two, then replace both diaphragms and gaskets. Then disassemble the carbs, clean them and set the float height with the carb inverted. The float should be level with the carb casting and the inlet needle should seal against mouth pressure with just the weight of the float pressing it.
While the carbs are off, look in the manifolds and check the reeds to see if there are any broken or missing reed petals.
Look at the FAQs sticky at the top of the forum page. read synchronizing carbs and timing. Reset the engine according to that sticky and pay careful attention to mixture on the carb low speed needles
If the engine is as early as 74, then it will have a cam and points inside the distributor. clean and set the points to .010 open at a high lobe on the cam.
