I just bought a 1996 15 hp force outboard for my 9.5' air floor dinghy.
It starts up fine runs good but there isn't much change in rpm at all in the upper end.
The weird thing is that whenever I go over waves or make a hard right turn, the RPM raises quickly and the speed of the boat increases considerably.
When I make a left turn the RPM drops.
I thought it might be an issue with fuel not reaching the intake in the fuel tank so i flipped it around and got the same result
Does anyone know what might be causing this and a possible remedy?

(The person I bought it from said that he cleaned out the carburator and it's possible that he didn't put it together right)
